Parking changes delayed until COVID-19 pandemic ends

Moreland Council's implementation of the new planned parking restrictions in some areas of Moreland has been delayed until after the COVID-19 pandemic is over. 

 

You do not apply for a permit if you are in the MITS area until further advised. 

Further information will be available for residents and businesses in the affected areas soon.


 

Who can apply

You can apply for a business parking permit if you operate a business with a permanent address with the City of Moreland.

How many permits can I apply for?

You can get 2 business parking permits per property. Until 30 June 2022, you are able to access business parking permits regardless of how much off-street parking you have. This change from previous policy will be reviewed in July 2022.

If you run a temporary business, you are also not eligible for a business parking permit.

We are also issuing up to 3 transitional business parking permits for all businesses and organisations permanently located within Moreland up until 30 June 2022, on top of the standard two permits.

You are only eligible for these if your business is part of the Moreland Integrated Transport Strategy area.

I am a registered not-for-profit, school or childcare provider – what permit can I apply for?

Registered not-for-profit organisations and charities, schools (including government and non-government) or early years providers (including childcare centres and kindergartens) can purchase as many business permits as they need, at a discounted cost.

  • Cost in 2019/20: $65.55 first permit, $98.35 further pemits.

I am a worker making home visits to clients – what permit can I apply for?

Council will be issuing a new home visit permit for health care workers and other professionals who do home visits to clients.

This will exempt them from restrictions of 2P or longer when making home visits.

These permits will be the same price as resident parking permits

  • Cost in 2019/2020: $41.20

Where can I park with a business parking permit?

With a business parking permit, you can park in bays which are marked by a ‘Business Zone’ sign.

You can also park in timed parking areas where a ‘PayStay’ sign is underneath the parking restriction sign. You cannot use a business parking permit to park in a timed area where there is no PayStay sign.

You can park in PayStay areas near your business, where the eight-digit number on your permit matches the eight-digit number on the PayStay sign.

A business parking permit does not guarantee there will be a parking space available in the allocated Business Zone area or in your allocated PayStay area.

Parking permits do not allow you to park in areas where restrictions are below 30 minutes or prohibited areas such as ‘no stopping’ and ‘loading zones’.

Where to display a business parking permit

Put your business parking permit in a holder provided by us in the lower left-hand side of your car’s windscreen. It must be clearly visible from the outside.

How much is a business parking permit?

Fees are reviewed annually.

2020

1st permit - $131.10

2nd permit $196.70

 

When do business permits expire?

Business parking permits expire annually on 30 June. You need to renew your business parking permit each year.

Transitional business parking permits will expire 31 August 2020. You will also receive a renewal notice for these permits which will then expire on 30 June 2022.

This is because the transitional business parking permits are only available up until 30 June 2022. After this time, these permits may no longer be issued.

Until you receive the renewed permit, you need to park legally and observe parking restrictions in the street.

How to apply for a business parking permit

You must provide the following documents as proof of your business tenancy:

  • Business registration document (ABN details) or a utility bill in the business name
  • Rates notice in the business name or lease agreement in the business name

Mobile phone bills are not accepted.

Apply online for your first business parking permit.

Make sure you have your supporting documentation ready.

Apply online for a business parking permit for not for profits

In person

Print the parking permit application form (PDF 192Kb) and fill it out or ask one of our customer service centres for a copy.

On the form, you can select which permit you want to apply for.

You can apply for multiple permits at the same time.

Go to one of our customer service centres with your form and lodge it.

We will then send out an invoice to you in the mail. Once you have paid the invoice your permit will be processed.

Then, you will receive the permit in the mail.

By mail

Print the parking permit application form (PDF 192Kb) and fill it out.

Attach a copy of proof of business tenancy and a cheque or money order to Moreland City Council, Locked Bag 10, Moreland 3058.

What happens after you apply

Once your application has been received, we will review your application.

If the application is approved, you will receive the permit(s) in the mail.

If your application is not successful, we will let you know in writing.

Can I transfer my business parking permit to another car?

You can transfer your business parking to another car to allow multiple staff members to use it.

What do I do if I lost or damaged my parking permit?

You can apply for a replacement parking permit.
